Biography

Vincent J. Quatrini, Jr. is the Founding Partner of Quatrini Law Group. He concentrates his practice in Workers’ Compensation law, representing people who are injured on the job throughout Western and Central Pennsylvania.  

Over the course of his career, Vince has not just represented injured workers. He has influenced and shaped how the Workers’ Compensation Act is interpreted by the Courts. Some of his landmark cases include:   

  • Pawlosky v. WCAB (Latrobe Brewing Co.) is regarded by Workers’ Compensation practitioners as the third most important case in the past 100 years. Vince convinced the Supreme Court of Pennsylvania to dramatically redefine the term “injury” under the Workers’ Compensation Act. This case expanded the list of compensable injuries to include any work-related aggravation of a nonoccupational disease. 
  • In Camaione v. Boro of Latrobe, the Pennsylvania Supreme Court adopted Vince’s argument and spelled out the rule that all injured workers being paid under the Heart and Lung Act are entitled to a hearing in order to determine eligibility, and furthermore, that an injured worker’s disability status cannot be changed from temporary to permanent unless a due process hearing is conducted. 
  • The case of McIlvaine v. WCAB (States) resulted in the decision that any individual who is hurt while working in Pennsylvania, no matter what state that person lives in or in what state that person was hired, has the protection of the Pennsylvania Workers’ Compensation Act. 

Advancing Workers’ Compensation Law Education

 Vince was one of the first group of attorneys certified by the Pennsylvania Supreme Court as a Workers’ Compensation Specialist and has worked tirelessly to promote the professional advancement of Pennsylvania Workers’ Compensation law. He served on the Workers’ Compensation Rules Committee, a position appointed by the Secretary of Labor and Industry and was appointed to the Transition Task Force by Pennsylvania Governor Josh Shapiro. 

Vince launched a series of lectures entitled, “Medicine for Lawyers,” moderating a panel of physicians and attorneys who lecture to attorneys all over Pennsylvania on medical topics related to work injuries. The presentations have included: Chronic Pain Syndrome; Orthopedics for Lawyers: Knees, Shoulders, and Elbows; Lawyers’ Guide to Mild to Moderate Brain Injury; Analyzing and Using Medical Records; Anatomy and Medical Jargon for Lawyers; Litigating the Upper Extremity Injury Case – Do’s and Don’ts; Anatomy, Injuries, and Surgeries. 

He has moderated Current Trends in Workers’ Compensation Management, sponsored by Allegheny General Hospital and Allegheny Orthopedic Associates. 

Vince also gives generously of his time to the Pennsylvania Bar Institute (PBI), dedicated to legal education. In 2016, he was one of three injured worker attorneys appointed by the PBI Workers’ Compensation Bench Bar Committee. He is a co-author of the bi-annual Pennsylvania Workers’ Compensation Practice & Procedure, which won the prestigious Award of Outstanding Achievement from the International Association for Continuing Legal Education in 2000 and 2002. 

Vince has been a regular presenter at the Annual Governor’s Workers’ Compensation Conference sponsored by the Pennsylvania Bureau of Workers’ Compensation. He is a member of, and has lectured around the United States (Hawaii, California, Arizona, Florida, New York, Washington D.C) as a member of the Workers’ Injury Law and Advocacy Group, a nationwide consortium of injured worker attorneys. Topics included “Brain Injury in the Workplace” and “Medicare Set Aside Accounts.”  “Behavioral Health in Work Injuries.”  Vince co-authored, along with his son, Adam, Traumatic Brain Injury & Workers Compensation Claims for the American Bar Association.” 

Vince received his B.A. in Economics from St. Vincent College, and his J.D. from Duquesne University. He is a member of the Duquesne Kline Law Alumni Advisory Board and was the 2015 recipient of John E. Murray, Jr. Meritorious Service Award. 

Professional and Community Endeavors

A member of the Pennsylvania Bar Association (PBA), Vince has been active with the Workers’ Compensation Law Section, serving as a member of the executive committee since 1984 and as chair of from 1989 to 1990. He is a frequent speaker at the PBA Workers’ Compensation Law Fall Section Meeting. He is a former chair of the Pennsylvania Bar Association Conference of County Bar Leaders, which provides training and programming for bar association presidents of the 67 Pennsylvania counties. He is the 2013 recipient of the Irvin Stander Award for Professional Excellence bestowed, only a dozen times, by the PBA Workers’ Compensation Law Section to an attorney whose dedication to the administration of workers’ compensation law and whose professionalism and regard for clients and colleagues serves as an example to others.  

He is a member of the Westmoreland County Bar (WCB) and served as president from 1988 to 1989. While on the WCB’s Board of Directors, Vince played an active part in securing and financing the first permanent headquarters in the Association’s 125 year history. He is also a member of the Westmoreland Academy of Lawyers. 

Vince is rated AV Preeminant® by Martindale-Hubbell; has been named to The Best Lawyers in America® since 1997; and recognized as a Pennsylvania Super Lawyer since its inaugural issue in 2004. 

Vince is founding chair of the Community Foundation of Westmoreland County, a philanthropic vehicle designed to provide all individuals, despite their economic status, with the opportunity to be a philanthropist and to positively impact the lives of members of the community. He also is a Board Member emeritus of The Pittsburgh Foundation.  

A native of the Latrobe, Vince has served on a number of Boards, including the Latrobe Community Revitalization Program; Westmoreland County March of Dimes; Staunton Farms Foundation and the Westmoreland Land Trust. He is married to Patricia Cecchini, a former nursing instructor at Indiana University of Pennsylvania. He and Patricia have two sons, Michael and Adam, who are co-Managing Partners at QLG, and four grandchildren, Stella, Vivian, Paloma and Enzo.
